admin list changed and updated

changed the client feature to a filter type

added new filter types, locban, regban, ageban, spy

added fix from roomscript.js for printing to linked rooms with custom names.

command levels updated and hopefully cleaned up a bit

adding of new features to whois such as  age, loction, region, personalmsg

rewite of admin system to make it similar to ares, such as 3 levels..

fixed a few typos and started updating enforcer 4 to work with new ae features.
